A CIN Review will follow a Core Assessment or when a child in no longer subject to a Child Protection Plan, and where it is concluded that a package of family support is required to meet the child's needs under Section 17 of the Children Act 1989. |

An initial Child in Need (CIN) Plan will be drawn up by the social worker in the Referral and Assessment Team in conjunction with the Core Assessment within 35 working days. |
| 1.3. |
The CIN Review Meeting provides an opportunity for a child and his or her parents/carers, together with key agencies, to identify and agree the package of services required and to review the initial CIN Plan. This meeting will be chaired by a Team Manager or Deputy Manager. |

All CIN Review Meetings should be attended by the child (depending on age and understanding), parents/carers and those agencies whose potential/actual contribution is recommended as an outcome of an assessment |

The child/ren's social worker should discuss potential attendees for the meeting with the child and the parents/carers prior to arrangements being made for the meeting |

It will be important that an appropriate venue suitable for the child and his or her family are used for the meeting. Consideration must be given to transport, timing and any child care issues. Where a child is attending a meeting and is of school age the meeting should be held outside of school time, wherever possible |

The first CIN Review Meeting must take place within three months of the initial CIN plan being agreed. |

If there are significant changes in the family circumstances an early review should take place. However if any child protection or safeguarding concerns arise these must be responded to in line with London Child Protection Procedures. (See the button to the left of the screen) |

The initial CIN Review Meeting will be chaired by the social worker's line manager |
| 2.4 |
The social worker is responsible for convening the meeting and arranging for invitations to be sent out by the team administrator two weeks prior to the Review. The team administrator will book a room for the meeting. The social worker should also provide copies of the initial agreed CIN Plan |

The social worker should prepare an update on progress of the CIN plan to present to the CIN Review Meeting. This should be shared with their manager and the child's parents at least five days before the meeting. |

The chair of the CIN Review Meeting should record key decisions of the meeting on the CIN Review Meeting Summary Plan at the time of the meeting. This handwritten document should be signed by all present at the meeting, typed up by the team administrator and uploaded on to FWi. |

A date for the next CIN Review Meeting in six months time should be set at the meeting. |
| 2.8 |
An updated CIN Plan should be completed by the social worker. This record will be copied to those involved, including the child and parent/s, who will need to sign their agreement |
| 3.1 |
The CIN Plan must identify the Lead Professional, any resources or services that will be needed to achieve the planned outcomes within the agreed timescales and who is responsible for which action and the time-scale involved. |

In particular, the CIN plan should:
- Describe the identified developmental needs of the child, and any services required;
- Include specific, achievable, child-focused outcomes intended to promote and safeguard the welfare of the child;

The Lead Professional will be responsible for implementing the plan including making referrals to appropriate agencies for services as described in the plan. |
| 3.4 |
Where it becomes necessary to make minor adjustments to the plan and services provided, any changes to the plan must be made in consultation with the parents and the child (where appropriate) and key professionals from other agencies. |
| 4.1 |
At the first CIN Review at three months a date should be set for the second CIN Review Meeting in six months time. |
| 4.2 |
Thereafter, the Chair will agree the frequency of reviews but they must occur at least every six months and earlier if there are significant changes in the family circumstances. If a child has been subject to a CIN plan for over 18 months the child should be reviewed at a CIN Panel chaired by an Operations Manager. |

Again any child protection or safeguarding issues which arise during the course of a CIN Plan must be responded to in line with the London Child Protection Procedures ( see the button to the left of the screen) |

The six-month CIN Review will be chaired by the social worker's Team manager or relevant supervisor |

Id a CIN case is due to be transferred to another team then both teams need to be present at the CIN review meeting prior to transfer taking place. |

Subsequent reviews will also generally be chaired by a Team manager -not necessarily the social worker's manager, but with a number being chaired by an Independent Chair (randomly selected or borderline CP) |

The Chair will seek the views of the child, parents and any service providers. |

The Social Worker will be responsible for arranging the reviews as per the first three months review above. |

A copy of the CIN Plan and record of the last Review Meeting should be made available on Frameworki to the Chair of the Review Meeting at lease five days before it by the social worker. |

The social worker should again produce an update to present to the Review Meeting which should have been shared with the parents. The latest CIN Plan and Record of the previous review Meeting should be available at the meeting to form the basis of the discussion. |

The purpose of the Review is to ensure that the services provided are contributing to the achievement of the objectives within the time-scales set. |
